Introduction:
The Assistant Director for Development Services serves as the Smithsonian Institution's Gift Registrar and is responsible for leading the gift processing, registration and accounting operation as a member of the Office of External Affairs.

The responsibilities include managing gift accountants, overseeing the gift processing operation, guiding and advising on policy associated with gift accounting and processing, serving as area liaison with process partners and administrative officers as pertains to the functions, designations and application of accounting principles, and adherence to Smithsonian regulations IRS code , CASE and NACUBO guidelines.

Responsibilities:
Manages the office responsible for accurate and efficient processing and recording of all pledges and contributions received by the Institution. Maintains the official record of pledges and contributions.

Develops and implements, in conjunction with senior management, processes that support regulations and policies that govern this function. Provides guidance and oversight to ensure contributions are accepted with correct fund designations and restrictions, and ensures the proper documentation of gifts.

Develops, produces, maintains, and updates manuals and procedures on gift acceptance, valuation and processing.

Initiates, advises and assists in establishing and improving gift recording and receipting procedures in consultation with appropriate process partners, such as unit-based development staff, OEA management and Smithsonian financial staff.

Supervises the gift registration staff. Ensures quality of work, appropriate internal controls and separation of duties within the office processes.

The incumbent formulates projects, establishes performance criteria, assesses program effectiveness, and investigate or analyzes a variety of unusual issues or questions. The work of the gift registration office affects a wide range of institutional activities and programs.

Oversees appropriate reconciliation of gift and financial records with the Office of Comptroller and other process partners.

Acts as primary contact for gift registration matters, with appropriate process partners and other Smithsonian staff involved with financial record keeping.

Coordinates applications and structure of IT resources that support gift accounting, registration and processing with appropriate process partners. Actively participates and contributes to the definition, prioritization, development and implementation of technical and information system service requirements.

Directs and coordinates the Institution Gift Registrar's Forum, a group of financial and business partners involved in gift processing that meet on a regular basis.

Performs other duties as assigned

Skills:
Expert knowledge of gift processing operations in a complex, non-profit organization in order to manage and direct a gift processing operation for a complex organization.

Expert knowledge of donor systems, financial databases, reporting applications and other appropriate tools and services to maintain financial and other types of records.

Expert knowledge of laws and regulations governing charitable contributions and the processing of these in order to guide the activities and operations of the gift registration office.

Ability to deal effectively and courteously with process partners, external constituents, a wide variety of people, including Smithsonian staff, corporation and foundation executives, members of the National Board and influential members of the community in order to efficiently and accurately complete the work of gift registration.

Incumbent is an expert in the field or mastered the knowledge needed in the gift processing, registration, and accounting operation fields in order to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods; OR make decisions or recommendations significantly changing, interpreting, or developing important public policies or programs.
